East Lothian Council progresses plans with SDCL for a new data centre, aiming for community benefits and economic growth.

East Lothian Council is advancing plans to establish a hyperscale data centre on the former coal store site at Cockenzie. Partnering with Sustainable Development Capital LLP (SDCL), the council envisions a venture promising local jobs and long-term investments.

The envisaged centre will occupy part of the former coal site, allowing the remainder, including the power station's footprint, to be open for future projects. A rigorous planning process awaits, providing the public an avenue to voice opinions on the proposal.

Anticipations suggest an annual timeframe to finalise legal agreements before statutory public consultations commence. The council expressed intent to engage the local community early in the project's lifecycle, with upcoming plans to be outlined soon.

Following a competitive tender, SDCL emerged as the preferred partner. This selection process was detailed in a confidential report to the council in February 2025. Multiple operators expressed interest in Cockenzie's potential, prompting the council's decision to undertake a thorough provider selection through tendering.

East Lothian Council's Economic Development spokesperson, Councillor John McMillan, commented on the project's initial phase, expressing the potential for significant site redevelopment. Beyond investment and employment prospects, he highlighted potential educational and training benefits in collaboration with local entities.

Jonathan Maxwell, Founder and CEO of SDCL, emphasised the significance of Cockenzie's rich energy history and its role in the industrial sector. He envisions the project as a pivotal opportunity in the new industrial age, forecasting economic gains and job creation.
